NEW YORK (Reuters) - A new dinosaur the size of a house cat and described as a cross between "a bird, a vampire and a porcupine" has been identified in a piece of rock from South Africa.

University of Chicago paleontologist Paul Sereno, who published the findings on Wednesday in the online scientific journal ZooKeys, said in an interview with Reuters he actually made the discovery of the small-bodied herbivore in 1983.

Sereno, whose research involves mapping the dinosaur family tree, said he came upon the specimen as a graduate student while doing research in a Harvard University laboratory and intended to write about it immediately.

"I said, 'Whoa!' I realized it was a new species from the moment I set eyes on it," Sereno said. But he says he grew distracted by other things, and had in mind a more ambitious research project.

"There was always a danger that someone would discover it and write about it, and I would read about it," he said, but added it was all for the best: "Hey, I'm smarter than I was then."

The strange-looking species, which Sereno has named Pegomastax africanus, or "thick jaw from Africa," lived between 100 million and 200 million years ago.

"I describe it as a bird, a vampire and a porcupine," Sereno said. It had the weight of a small house cat and stood less than a foot off of the ground.

It had a thick jaw and a blunt beak with a "heightened tooth that sticks down, dagger-like," Sereno said. He said it would have been part of one of three groups that form the base of the dinosaur tree.

But software companies are starting to build products for the little guys, and a new generation of technology serving small businesses is on its way. In 2012 we are witnessing the emergence of three small business tech trends: the democratization of payments, the rise of SMB analytics, and the availability of small business marketing technology.

1. Democratization of Payments

Payment processing has long been oligarchic. 2. Analytics

Many small business owners struggle to capture and understand the data surrounding their business. This year we saw many new analytics tools for small businesses reach the mainstream. Startups like Profitably, InDinero, and again Square make analytics a focus in their small business offerings.

Profitably provides small businesses with plug-and-play dashboard to track the financials of their business. You can think of it as lightweight business intelligence software. Indinero also competes in this space, but with an additional focus on being a lightweight accounting replacement as well.

MT. VERNON, Mo.??I can understand ?legitimate? [rape]? says Dee Eukel. ?I understand it, because I was a victim. And our local prosecutor told me: We best accept a plea bargain because we can?t get a prosecution on rape.?

It?s Monday evening at the rec center in this small town, halfway between Joplin and Springfield on I-44. Drive up that highway, which connects the southwest counties to St. Louis, and you see the smallish towns and largish chapels where Republican margins are built. The McCain-Palin ticket won Mt. Vernon?s county by 37 points. When the Republicans held their U.S. Senate primary, Todd Akin won this county by 8 points. Akin?s political base is the conservative suburbs of St. Louis, but 30 percent of the state?s GOP vote comes from this region, and it?s behind him now. ?We?re going to over-perform here in order to win,? says Akin strategist Rick Tyler.

Dee Eukel?s husband, a rabbi, manages the Leaders Leading Locally Institute, a conservative group that brings activists together to talk politics and charity. That is why we?re in this recreation center, talking about a U.S. Senate race.

If Akin can beat Sen. Claire McCaskill, if the polls that have him down by only 1 point are accurate, it will be because he does well in places like this?well with voters like Eukel. She?s 69, and her assault happened more than a decade ago. She remembers her attacker?s threat, word for word: ?I can kill you anytime I want.? Her voice still cracks with resentment of how the state put him in jail for only seven years. This is why she defends Todd Akin, why she?s even posted her story on Facebook.

?When a prosecutor tells a woman he can?t get a conviction, why is that?? asks Eukel. ?It?s because of illegitimate accusations. You look at it from a little bit different point of view when you?ve been in a situation. I understood. If the prosecutor can?t get a conviction, it?s because the system has been abused. There?s no excuse for a rape of any kind, but there are too many who?ll say, well, she asked for it.? All Akin did was misspeak. ?What he said may have been bad, but look at some of the things our vice president has said?that would be unacceptable to anyone!?

Southwest Missouri made the Todd Akin candidacy, and southwest Missouri could save it. During the primary, McCaskill threw money into chaos-making ?anti-Akin? ads that reminded voters here just how frightfully conservative the guy was. After Akin made his ?legitimate rape? comment, and national Republicans demanded that he quit to make room for a candidate who didn?t talk like that on live TV, Republican organizations here stuck by him. Walk into the Jasper County Republican office, just east of Joplin, and you see a sign declaring proudly that it receives NO Republican National Committee or Missouri Republican Party Funding. Its two ranch-style offices and bushels of Akin signs and literature are funded by the faithful, not the fretful.

John Putnam, 65, is chairman of this local party. When I stop by, he?s helping deliver some chairs to an Americans for Prosperity rally?not affiliated with any party?that?s happening across the street. Putnam?s family arrived in America in the 1640s, and he wears a baseball cap decorated with one of George Washington?s flags, pausing occasionally to check an iPhone protected by a stars-and-stripes case.

?If you take the national or state money you have to do what the party tells you,? says Putnam. ?People don?t think [Akin]should?ve been hung out to dry.? They?re offended, actually, that the media so mangled what Akin was saying. ?A lot of women today still tell me that Akin said women can?t get pregnant from rape. You just had to look at the tape to see what he was trying to say, but said poorly: Stress reduces the likelihood of somebody getting pregnant.?

Rare meningitis cases up to 26 in 5 states, 4 die - Health & Fitness ...

NASHVILLE, Tenn. ? An outbreak of a rare and deadly form of meningitis has now sickened 26 people in five states who received steroid injections mostly for back pain, health officials said Wednesday. Four people have died, and more cases are expected.

Eighteen of the cases of fungal meningitis are in Tennessee where a Nashville clinic received the largest shipment of the steroid suspected in the outbreak. The drug was made by a specialty pharmacy in Massachusetts that issued a recall last week. Investigators, though, say they are still trying to confirm the source of the infections.

Three cases have been reported in Virginia, two in Maryland, two in Florida and one in North Carolina. Two of the deaths were in Tennessee; Virginia and Maryland had one each, the Centers for Disease Control and Prevention.

More new cases are almost certain to appear in the coming days, said Tennessee Department of Health Commissioner John Dreyzehner. Five new cases were confirmed over the past 24 hours, he said Wednesday, calling the situation a "rapidly evolving outbreak."

But federal health officials weren't clear about whether new infections are occurring. They are looking for - and increasingly finding - illnesses that occurred in the last two or three months.

Meningitis involves swelling of the brain. Officials say this type of fungal meningitis is caused by a common fungus often found in leaf mold. It doesn't normally cause disease in healthy people. Fungal meningitis is not contagious like the more common viral and bacterial meningitis.

Symptoms include worsening and severe headache, nausea, dizziness and fever. Some of the patients in Tennessee also experienced slurred speech, and difficulty walking and urinating, Tennessee health officials said.

"Some are doing well and improving. Some are very ill - very, very seriously ill and may die," Dr. David Reagan, a Tennessee health official said of the state's patients.

The incubation period is estimated at anywhere from 2 to 28 days, so some people may not have fallen ill yet, Tennessee health officials said. At three clinics in Tennessee, officials are contacting the more than 900 people who received the steroid in the past three months

Investigators have been looking into the antiseptic and anesthetic used during the injections. Neither has been ruled out. However, the primary suspicion is on the steroid medication. Steroid shots are common for back pain, often given together with an anesthetic.

The Food and Drug Administration identified the maker of the steroid as New England Compounding Center, a specialty pharmacy in Framingham, Mass. Last week, the company issued a recall of three lots of the steroid - methylprednisolone acetate. In a statement, the company said it had voluntarily suspended operations and was working with regulators to identify the source of the infection.

The outbreak was discovered about two weeks ago when Vanderbilt University's Dr. April Pettit was treating a patient who was not doing well for reasons doctors did not understand.

When the laboratory found the fungus in the patient's spinal fluid, Pettit began asking questions and learned the patient recently had steroid injections in his spine, according to Dr. William Schaffner, who chairs Vanderbilt's Department of Preventive Medicine.

"When it became clear that the infection control practices at the clinic were up to par, the steroid medication became implicated," Schaffner said.

Federal officials did not release condition reports or details on all the patients in the five states. Fungal meningitis is treated with high-dose antifungal medications, usually given intravenously in a hospital.

Seventeen of the Tennessee cases were treated at the Saint Thomas Outpatient Neurosurgery Center in Nashville. It had 2,000 vials of the suspect lots, the largest number. That clinic voluntarily closed last month to deal with the investigation.

More effective treatments for one of the deadliest forms of cancer are one step closer thanks to research from an international collaborative study.

Scientists from the Universities of Sheffield and Cologne have identified the dependencies of multiple Small Cell Lung Cancer (SCLC) types ? paving the way for clinical trials of new targeted treatments which could revolutionise the current approach.

Around 40,000 people are diagnosed annually with lung cancer in the UK, and SCLC accounts for nearly one in five of all these cases.

Unfortunately, the prognosis for SCLC patients is very bleak ? two thirds of people are diagnosed in the late stages of the disease when the five year survival rate with current treatments is less than five per cent.

But now researchers have discovered that survival of SCLC cells grown from human tumours relies upon a protein called Aurora kinase. This finding, published today (1 October 2012) in the journal: Proceeding of the National Academy of Sciences of the United States of America (PNAS), suggests that 'targeted' therapeutic strategies should focus on testing Aurora kinase inhibitors, several of which have already been developed by pharmaceutical companies.

The team also went on to show that Aurora kinase inhibitors are most effective at killing SCLC cells when the cells have high levels of the MYC cancer gene. This predicts that these drugs might be most beneficial for SCLC patients with a MYC gene amplification, which is found in up to seven per cent of people diagnosed with SCLC.

Dr Patrick Eyers, from the University of Sheffield's Institute for Cancer Studies, said: "A major goal of modern cancer research is to discover drugs that target vulnerabilities in specific cancer patient sub-populations. Current chemotherapy for SCLC kills cancerous cells and non-cancerous cells indiscriminately and results in severe side effects.

"However, revolutionary clinical trials have recently validated 'molecularly targeted' kinase inhibitors for treating cancers such as melanoma, leukaemia and non-small cell lung cancer.

"We have been studying Aurora kinase inhibitors for several years, and the remarkable vulnerability of some SCLC-derived cells to such drugs can hopefully be rapidly confirmed by careful stratification of SCLC patients and their enrolment in new clinical trials."

The importance of writing a will to ensure the distribution of assets is done according to a person's wishes has been stressed repeatedly on this blog. If a person has created a will, his or her estate planning is further ahead than that of many other Americans.

With a will, Texas residents and other Americans can ensure that all assets in their own name will be distributed in the manner they desire. However, even though their wishes have been codified, they still need to continue to work on their estate plan to ensure they have covered all their bases.

For example, wills do not include assets that already have named beneficiaries. For example, when a life insurance policy has a beneficiary, the benefits will go to the beneficiary and not to anyone named in a will.

Also, at times, elderly parents may list one of their children on a bank account. This may be done so that the child can help them stay on top of their bills. In such a situation, if a will instructs the decedent's assets to be divided equally among all children, this bank account would not be included. This is because the bank account is co-owned.

Along with a will, a person should also consider a power of attorney. Oftentimes, individuals do not understand the difference between an executor of a will and someone with power of attorney. The executor will take care of things when a person passes away. However, what happens if a person becomes mentally or physically incapacitated? A power of attorney may assist in this situation. It allows a person to make financial decisions on behalf of a patient. This decision should not be taken lightly, as selecting the wrong person may have serious repercussions.

Lastly, a health care proxy is another document individuals should consider. Through a health care proxy, a person can hand over their medical decisions to someone they trust, in case he or she is unable to speak.

Drafting these important legal documents can help to protect a person's assets and wishes. Texas residents and others throughout the country should try to prepare for every eventuality and consider consulting an experienced attorney for proper estate planning.

Girl Scouts launch app celebrating State Fair of Texas

The Girl Scouts of Northeast Texas has launched a mobile app that guides users on an interactive experience through the State Fair of Texas.

The app, called BIG TEXpedition, launched today, two weeks before the start of the state fair, which runs from from Sept. 28 through Oct. 21. The app celebrates Girl Scouts' 100th anniversary.

Girl Scouts and all fairgoers can download the free, interactive app that takes participants through the fair by using riddles, clues, GPS, trivia, the phone?s camera, social media and more. As app users enter the various fair locations, they will be challenged with age-appropriate questions relating to the Girl Scouts and the state fair. After completing the expedition, participants will receive a completion screen directing them to meet up with Girl Scout representatives in the historic Hall of State to receive a patch for completing the BIG TEXpedition.

?We want Girl Scouts and alumnae from across the country to come, celebrate the 100th anniversary and enjoy the State Fair of Texas with us," said Colleen Walker, CEO for Girl Scouts of Northeast Texas.

The ?BIG TEXpedition? app will also have a built-in QR code scanner for use when exploring the Girl Scouts 100th Anniversary Experience in the Hall of State by providing supplementary audio, video and photos.

The mobile app, developed by SpeakCreative, will have English and Spanish language support and will be available for iPhone and Android devices.

TAPPER: One of my colleagues in the Associated Press asked you a direct question, was there any direct intelligence suggesting that there would be an attack on the U.S. consulates. You said that a story - referred to a story being false and said there was no actionable intelligence, but you didn't answer his question. Was there any intelligence, period - intelligence, period, suggesting that there was going to be an attack on either the -

CARNEY: There was no intelligence that in any way could have been acted on to prevent these attacks. It is - I mean, I think the DNI spokesman was very declarative about this, that the report is false. The report suggested that there was intelligence that was available prior to this that led us to believe that this facility would be attacked, and that is false.

TAPPER: Why was there not adequate security around Ambassador Stevens?

CARNEY: In terms of the security at the Benghazi facility or post, I would have to refer you to the State Department for specifics about what security was there.

There was a security presence. It was, unfortunately, not enough to resist the attacks that we saw, and resulted in the tragic loss of life, but there was security. It is also the case that in reaction to this, the president has ordered that we review all of our security arrangements for embassy facilities and other diplomatic facilities around the world. But in terms of the specific security that was in place at Benghazi, I'd have to refer you to the State Department.

TAPPER: Wouldn't it seem logical that the anniversary of 9/11 would be a time that you would want to have extra security around diplomats and military posts?

CARNEY: Well, as you know, there - we are very vigilant around anniversaries like 9/11. The president is always briefed and brought up to speed on all the precautions being taken. But let's be -

TAPPER: Obviously not vigilant enough.

CARNEY: Jake, let's be clear. This - these protests were in reaction to a video that had spread to the region -

TAPPER: At Benghazi?

CARNEY: We certainly don't know; we don't know otherwise. You know, we have no information to suggest that it was a preplanned attack. The unrest we've seen around the region has been in reaction to a video that Muslims, many Muslims find offensive. And while the violence is reprehensible and unjustified, it is not a reaction to the 9/11 anniversary that we know of or to U.S. policy.

TAPPER: The group around the Benghazi post was well-armed, it was a well-coordinated attack. Do you think it was a spontaneous protest against a movie?

CARNEY: Look, this is obviously under investigation, and I don't have - but I answered the question.

ANOTHER REPORTER: But your operating assumptions - your operating assumption is that that was - that was in response to the video, in Benghazi? I just want to clear that up. That's the framework; that's the operating assumption?

CARNEY: It's not an assumption -

TAPPER: Administration officials have said that it looks like this was something other than -

CARNEY: I think there have been misreports on this, Jake, even in the press, which some of it has been speculative. What I'm telling you is this is under investigation. The unrest around the region has been in response to this video. We do not, at this moment, have information to suggest or to tell you that would indicate that any of this unrest was preplanned.

What is true about Libya is that - a couple of things. One is it's one of the more pro-American countries in the region. Two, it is a very new government. It is a country that has just come out of a revolution and a lot of turmoil, and there are certainly a lot of armed groups. So the fact that there are weapons in the region and the new government is not - you know, is still building up its capacities in terms of security and its - and its ability to ensure the security of facilities is not necessarily reflective of anything except for the remarkable transformation that's been going on in the region.

TAPPER: My last question, it was said that what happened at 9/11 was a failure of imagination, failure of American policymakers and counterterrorism officials to anticipate the kind of attack that could have taken place. This would seem to be the exact opposite. Was this a failure by the Obama administration? Did the president and his administration mess up in any way?

CARNEY: Jake, again, what we have seen is unrest around the region in response to a video that Muslims find offensive, many Muslims find offensive. We have seen incidents like this in the past in reaction to other actions, cartoons, and other actions that have been taken that have been - have led to protests and violence in the region.

And we have managed those situations, and we are working to ensure that our diplomatic personnel and our diplomatic facilities are secure as we deal with the response to this video, which we believe is offensive and disgusting?.I think you have to understand what is happening currently in the region and what it is a response to. This is not - this has been in -

TAPPER: No, I don't need to understand that, I think the people who protect the embassies need to understand it.

MR. CARNEY: The cause of the unrest was a video, and that continues today, as you know, as we anticipated. And it may continue for sometime. We are working with governments around the region to remind them of their responsibilities to provide security to diplomatic personnel and facilities, and we are ensuring that more resources are put in place to protect our embassies and consulates and our personnel in these parts of the world where unrest is occurring.

TAPPER: While we were sitting here, Secretary Panetta and the vice chair of the joint chiefs briefed the Senate Armed Services Committee, and the senators came out and said their indication was that this - for the attack on Benghazi - was a terrorist attack organized and carried out by terrorists, that it was premeditated, a calculated act of terror. Levin said - Senator Levin, I think it was a planned premeditated attack, the kind of equipment that they had used. There is evidence it was a planned premeditated attack. Is there anything more you can - now that the administration is briefing senators on this, is there anything more you can tell us?

CARNEY: Right. Well, I think we wait to hear from administration officials. Again, it's actively under investigation, both the Benghazi attack and incidents elsewhere, you know. And my point was that at - we don't have and did not have concrete evidence to suggest that this was not in reaction to the film.

But we're obviously investigating the matter, and, you know, I'll certainly - you know, I'm sure both Department of Defense and the White House and other places will have more to say about that as more information becomes available.

While the iPhone 5 rumors were popping, I couldn't help think this was just some kind of stretched out iPhone 4S. During the keynote presentation, I was impressed by the features but couldn't help continuing on this path: Would it just be the same??

Well, when I finally got the thing in my hand, even for a few minutes,?I was delighted to discover how different it is.

Yes, the iPhone 5 is thinner and lighter than the iPhone 4S, but not in a plasticky way that would suggest some of Samsung's smartphones. If the iPhone 4S represents the?heft and?machined precision of a handgun, the iPhone 5 has the impossible physique of a laser blaster. It's light and thin in the way that the future should be.

The matte finish on the smartphone's back is a blessing and a curse. I like that there's a lot less glass here for me to shatter, but the way it looks takes away from the pure elegance of the iPhone 4 design: Two panes of shiny glass, separated by a steel border. I find that the white iPhone 5 (above) looks a little washed out, less bold, where the black version (below)?is smarter, if perhaps more masculine than its predecessor.

The taller screen is not as gangly as I has thought, and when I saw a clip of "The?Avengers" on it, I could appreciate why the design decision was made. Movies aren't my No. 1 activity on my phone, but the 16x9 ratio is a major standard for movies and more, so it just makes sense.

There's a springiness to the phone's?interface that suggests the stomping A6 processor, but I couldn't load up anything that let me really see the polygons fly. Also, part of that smoother operation could be iOS 6, because much of it?? for instance, the Music app?? has been retooled to better interact with iCloud and iTunes.

What was a fun thing to test out, even if I never use it in real life, is the camera's?Panorama feature: You just hoist the phone aloft and pan across your field of view, and you end up with a seamless panoramic image, suitable for framing (if you're any good at photography, that is ? alas, I am not).

Foreign Service Information Management Officer Sean Smith, a married father of two whom?Hillary Clinton called ?one of our best,? was identified today as one of the victims of the rocket attack on the U.S. Consulate in Libya. To friends around the world, Smith was better known as ?Vile Rat,? his moniker in the online gaming community to which he was an avid participant.

In the gaming world, Smith was best known for his presence on Eve Online?a massive multiplayer video game set in a scifi universe. Infamous Eve Online player Alex ?The Mittani? Gianturco broke the news to the community this morning. He?describes Smith?s influence in the Eve community:

But Rex Ryan?s going to make sure you know that?s not how they?re playing.

Ryan and Jets officials are sufficiently tired of the cracks about their circus atmosphere (trust us on that one) that they?re using the criticism as motivation.

That?s why he gathered his players last week and challenged them to not provide evidence that would point to such a conclusion.

?It seems like that?s how people look at us,? Ryan said, via Rich Cimini of ESPNNewYork.com. ?I was like, ?You can think that all you want, but we see something totally different.? I do ? and I know this football team does. Our opponents will take us seriously, I promise you that.?

Several players said Ryan?s speech, prior to the win over the Bills, as a passionate one.

?It made it a bigger deal for us to go out there and prove to each other that we had each other?s back,? linebacker Aaron Maybin said.

It?s also moved them into the unusual spot of being quiet.

Cimini said starters present in the locker room in Monday?s media period were in the single digits, with no sign of linebacker Bart Scott after he snapped ?you treat us like a f?? joke,? on Sunday.

?The big thing Rex was hammering last week was, he didn?t want us in the mode of proving outsiders wrong,? Maybin said. ?He said it has to be about the people in this locker room.?

Ryan?s point is a valid one. They have played good football under his watch, with 30 wins since he took over as head coach in 2009. Only eight teams in the league (New England, New Orleans, Green Bay, Baltimore, Pittsburgh, Atlanta, San Diego and Philadelphia) have more over the same span.

But they?ve also been active at times in pursuing the attention their neighbors get for winning championships. At times, the drama, much of it by their own creation, has overshadowed the product.

That?s not always Ryan?s fault. But he?s going to make sure to use the perceived slight as motivation all the same.
